ie at x3 = extra +10 £ citizen income! (and local-eccomomic desposable-income boost!).

above two 4.2 + 6 = +10.2 billion
Custome Duties 2.5 x2  = 5  ie +2.5    ;     x3 = + 5 billion
@ above x3 10.2 + 5 = 15.2 billion

all above  = +40 £ week 30 million (taxed back from other 30 million!)

IF SPENT ON >CITIZEN-INCOME< THEN ECCONOMIC BOOST.  ELSE FAIL.
